

Plastics packaging recycling already close to 2006 target

Figures published by DEFRA alongside the new targets show that an estimated 419kt of plastic PRNs will be issued this year. This figure already exceeds the 2005 target and is not far short of the 2006 target of 429kt. On this basis, there is limited statutory pressure to increase plastics recycling for the next three years.
This result can be viewed as both a success and a failure. Over 22% of obligated plastic packaging is being reported recycled. Around half of commercial and industrial plastic is being recycled without a major subsidy. However, the figures raise continuing questions over the legitimacy of some of these PRNs and the significance of these regulations to the development of domestic plastics recycling.
